Subject:  Education; high school; opportunities; study

Statement of purpose:  This bill proposes to create a committee to survey and analyze high school educational opportunities and make recommendations for providing an expanded array of educational opportunities for Vermont high school students.


It is hereby enacted by the General Assembly of the State of Vermont:



(a)  A committee on high school educational opportunities is created to survey and analyze expansion of academic opportunities for Vermont students in grades 9 through 12 and to make recommendations that ensure that Vermont high school students receive a rigorous and high quality high school education and have the tools to participate in democratic processes and succeed in higher education and the workplace.

(b)  The committee shall be composed of 14 members and shall include two senators appointed by the Committee on Committees; two representatives appointed by the Speaker of the House; the Commissioner of Education or designee; a superintendent or an assistant superintendent appointed by the Vermont Superintendents Association; two high school principals, one from a large and one from a small Vermont high school, and a technical center director appointed by the Vermont Principals’ Association; two high school teachers, one from a large and one from a small Vermont high school, appointed by the Vermont Education Association; a member of the business community appointed by the governor; a teacher or an administrator from an alternative program operated by a Vermont public high school; and a

member-at-large appointed by the Commissioner of Education. 

(c)  The committee shall consult with present and past high school, technical center, and home school students and any other appropriate education and business people who will enhance the committee’s work.  The committee shall consider all the following issues:

(1)  Assuring that all high school students have access to expanded learning opportunities through rigorous and high quality academic programs, service learning, community service, and internships.

(2)  Expansion of enrollment opportunities for high school students.

(3)  Integration of high school, technical education programs, and higher education opportunities.

(4)  Funding of technical education in Vermont.

(5)  Creation of explicit standards for providing alternative education programs to those Vermont high school students who are at risk of failing or dropping out of school and ensuring that those students receive high quality education in a safe learning environment.

(6)  Implementation of regional or statewide academic calendars.

(7)  The advantages and disadvantages of school size based on performance results.

(d)  The committee may meet eight times during adjournment in 2005, and the committee members shall be entitled to per diem compensation and expenses pursuant to 32 V.S.A. § 1010 and 32 V.S.A. § 406.  Administrative support shall be provided to the committee by Legislative Council and the Department of Education.

Sec. 2.  REPORT

On or before January 15, 2006, the committee shall submit to the General Assembly a report that includes details of the analysis, findings, and recommendations, including legislative proposals, for the most effective ways to broaden educational and academic opportunities for Vermont high school students.
