Subject:  Property tax rebates; authorization; anticipation of appropriations

Statement of purpose:  This bill would enable the commissioner of taxes to continue to make payments of property tax rebates during the remainder of fiscal year 2005 in anticipation of appropriations in fiscal year 2005 and fiscal year 2006.

AN ACT RELATING TO AUTHORIZATION FOR PROPERTY TAX REBATE PAYMENTS

It is hereby enacted by the General Assembly of the State of Vermont:

Sec. 1.  PROPERTY TAX REBATE PAYMENTS; AUTHORIZATION

     For the remainder of fiscal year 2005, notwithstanding any provision of law to the contrary, the Commissioner of Taxes is authorized to continue to make payments in accordance with 32 V.S.A. § 6066(a)(3) (homeowner property tax rebates) and 32 V.S.A. § 6066(b) (renter rebates) in anticipation of further appropriations in fiscal years 2005 and 2006.

Sec. 2.  EFFECTIVE DATE

This act shall take effect upon passage.
