Subject: Labor; unemployment compensation; newspaper carriers; exemption
Statement of purpose: This bill proposes to exclude newspaper carriers from being covered by unemployment compensation.
AN ACT RELATING TO UNEMPLOYMENT COMPENSATION AND NEWSPAPER CARRIERS
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. 21 V.S.A. § 1301(6)(C)(xxi) and (xxii) are added to read:
(xxi) Service performed by an individual under the age of 18 delivering or distributing newspapers or shopping news to the ultimate consumer, but does not include delivering or distributing newspapers or shopping news to any point for subsequent delivery or distribution.
(xxii) Service performed by an individual selling newspapers or magazines to ultimate consumers, under an arrangement by which the individual sells the newspapers or magazines at a fixed price and the individual’s compensation is based on the difference between the retail price and the price the individual paid or was charged, whether or not the individual is guaranteed minimum compensation for this service or is entitled to be credited for returned unsold newspapers or magazines.
