Subject: Public service; regulation of corporations; telecommunications
Statement of purpose: This bill proposes to direct the department of public service to create a website to provide consumer information about broadband telecommunications service in Vermont, including a map showing the areas of service with a way for providers to update their information. The bill proposes that the department reconfigure the grant program to target areas of greatest need. A revolving loan fund is established to provide start-up and operating capital for projects serving unserved and underserved areas. The department is directed to provide the general assembly with the details of the plan to achieve broadband service over 90 percent of the state by January 2007. The bill also authorizes a study by the department in cooperation with the department of economic development to elucidate the complex web of state and federal regulation of telecommunications in particular with regard to existing and emerging technologies with recommendations as to how state government can best provide stimulus for development with efficient oversight that provides protection for the consumer and the environment.
