Statement of purpose: This bill proposes to require hospitals to post the average rates charged to private insurers, Medicare, and the uninsured for the 20 most common procedures and dispensed medications.
AN ACT RELATING TO TRANSPARENCY IN HOSPITAL RATES
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. 18 V.S.A. § 1852(a)(18) is added to read:
(a) The general assembly hereby adopts the “Bill of Rights for Hospital Patients” as follows:

(18) The patient has the right to know the average group insurance rates, average Medicare rates, and average uninsured rates for the 20 most commonly performed procedures and the 20 most commonly dispensed medications at each hospital. Every hospital shall post this information in its lobby or waiting area and shall update the posting every 30 days. The point size for the posting shall be no smaller than 20 point type. The hospital shall also provide the posted information to the department of banking, insurance, securities, and health care administration (BISHCA), and the department shall post the rates on the BISHCA internet site for public viewing.
