Subject: Education; special education; state administration
Statement of purpose: This bill proposes to direct the commissioner of education to administer a statewide system for students with disabilities. Under this system, the commissioner would:
1. Oversee the development of each individualized education program;
2. Hire, manage, and pay salaries of special education administrators and educators throughout the state; and
3. Pay for implementation of individualized education programs using state funds appropriated from the education fund for the purpose.
The new system will require attorneys and other personnel in the department of education to work with IEP teams and to defend against lawsuits and will realize a concurrent reduction in costs at the local level.
