Statement of purpose:  This bill proposes to create a child care reimbursement fund for the purpose of reimbursing Vermont employers who provide or pay for child care services for their employees; to appropriate funds to the child care reimbursement fund; and to appropriate funds to the building bright spaces for bright futures fund for building or expanding child care facilities.

AN ACT RELATING TO SUPPORT FOR EARLY EDUCATION SERVICES

It is hereby enacted by the General Assembly of the State of Vermont:

Sec. 1.  33 V.S.A. § 3532 is added to read:

§ 3532.  CHILD CARE REIMBURSEMENT FUND

(a)  A child care reimbursement fund is established to help Vermont businesses provide child care services for employees.  The fund shall be administered as a special fund by the commissioner for children and families.  Subject to approvals required by 32 V.S.A. § 5, the fund may accept gifts and donations from any source.

(b)  Upon application by a business registered in Vermont, the commissioner may reimburse the employer for costs incurred due to either paying for employee use of or directly providing a day care facility licensed by the department for children and families, a family day care home registered by the department for children and families or a nursery school or other preschool establishment subject to regulation by the department of education.

(c)  The commissioner shall establish by rule criteria, conditions, and procedures for payment of reimbursements.

Sec. 2.  APPROPRIATION

(a)  The amount of $100,000.00 is appropriated from the general fund to the department for children and families for deposit into the building bright spaces for bright futures fund established in 33 V.S.A. § 3531.  At least 70 percent of the funds appropriated under this subsection shall be used to award grants to child care facilities which provide early education services for building or expanding facilities.

(b)  The amount of $200,000.00 is appropriated from the general fund to the department for children and families for deposit into the child care reimbursement fund created in Sec. 1 of this act.
