Subject: Appropriation; community development
Statement of purpose: This bill proposes to support local economic and community development efforts by appropriating $50,000.00 to the secretary of state for grants to the Vermont alliance of nonprofit organizations and the Vermont council on rural development for the provision of training and other assistance to community groups, leaders, and nonprofit organizations.
AN ACT RELATING TO AN APPROPRIATION FOR COMMUNITY DEVELOPMENT
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. Appropriation; COMMUNITY DEVELOPMENT GRANTS
(a) There is appropriated the amount of $50,000.00 from the general fund in fiscal year 2007 to the secretary of state for community development grants.
(b) The secretary of state shall ensure the funds appropriated meet the following requirements:
(1) The amount of $25,000.00 shall be made available to the Vermont council on rural development to support the capacity of two rural Vermont communities. Funding will provide resources to the Vermont council on rural development’s “community visit” model of community-based assessment, strategic planning, prioritization, and project development, and will provide technical resources and leverage support to communities as they plan and implement critical community development projects.
(2) The amount of $25,000.00 shall be made available to the Vermont alliance of nonprofit organizations (VANPO) to support the training and development of nonprofit and community leaders, managers, and executives. Funding will provide resources to VANPO’s existing technical assistance program for skill‑building workshops in Vermont on core management and leadership topics, and will complement rural community capacity initiatives.
