Subject: Internal security; public safety; public buildings; child-safe outlet covers; electrical outlets
Statement of purpose: This bill proposes to require public buildings in which young children are invited or permitted, particularly child care centers, elementary schools, restaurants, hotels, motels, retail stores, and banks, to provide electrical outlet protection for all electrical outlets when those outlets are not in use.
AN ACT RELATING TO SAFETY OF CHILDREN AND ELECTRICAL OUTLETS
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. DEPARTMENT OF PUBLIC SAFETY; AGENCY OF HUMAN SERVICES; ELECTRICAL SAFETY; ELECTRICAL OUTLETS
The department of public safety and the agency of human services shall amend all licensing criteria and safety rules and regulations relating to state licensed facilities and public buildings in which young children are invited, or regularly permitted or in which they receive services. The safety regulations and licensing criteria shall be amended to include a requirement that either child-safe outlets, child-safe outlet covers, or removable outlet safety plugs that are larger than 1 3/4 inches in diameter are installed and maintained in all electrical outlets when not in use in those buildings and facilities.
