Subject: Public safety; emergency response commission; state plan; evacuation; Vermont Yankee
Statement of purpose: This bill proposes to assure that there is an adequate warning and evacuation plan in place regarding Vermont Yankee.
AN ACT RELATING TO PUBLIC SAFETY AND VERMONT YANKEE
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. STATE EMERGENCY RESPONSE COMMISSION; VERMONT
EVACUATION PLAN; VERMONT YANKEE NUCLEAR PLANT
(a) The state emergency response commission shall revise the state plan regarding a hazardous material accident regarding Vermont Yankee Nuclear Power Plant as follows:
(1) The evacuation zone shall be increased from a 10- to a 20‑mile radius from the site of any hazardous material accident.
(2) Signs indicating that vehicles are entering the “EVACUATION ZONE” shall be installed on all public roads at 20 miles from the Vermont Yankee plant.
(3) All real estate transactions that involve the purchase or rental of a home shall include disclosure or notice that the residence is located within the evacuation zone.
(b) The state emergency management office shall report annually on or before January 1 regarding the status and changes in any state emergency management planning.
