Subject:  Conservation; fish and game; licenses; gift certificates

Statement of purpose:  This bill proposes to authorize the commissioner of fish and wildlife to issue gift certificates for the purchase of hunting and fishing licenses.

AN ACT AUTHORIZING THE ISSUANCE OF GIFT CERTIFICATES FOR THE PURCHASE OF HUNTING AND FISHING LICENSES

It is hereby enacted by the General Assembly of the State of Vermont:

Sec. 1.  10 V.S.A. § 4132(d) is amended to read:

(d)  The commissioner of fish and wildlife may develop promotional programs to include the sale of promotional items, including gift certificates, at a reasonable profit, to promote hunting, fishing, and trapping and the use of wildlife management areas.  Proceeds from the sale of promotional items shall be deposited in the fish and wildlife fund.


Sec. 2.  10 V.S.A. § 4280 is added to read:

§ 4280.  GIFT CERTIFICATES FOR HUNTING AND FISHING LICENSES

(a)  The commissioner of fish and wildlife may sell gift certificates for the payment of the resident or nonresident hunting or fishing license fees set forth in section 4255 of this title.  A gift certificate issued under this section shall expire one year after the date of purchase.

(b)  The commissioner shall establish by rule:

(1)  The form of gift certificates issued under this section; and

(2)  Limitations on the use of gift certificates issued under this section for payment of certain license fees.

(c)  Nothing in this section or rules adopted by the commissioner under this section relieves an individual who receives a gift certificate for a hunting or fishing license from the license eligibility requirements of section 4254 of this title when applying for a license or renewal of a license.

(d)  Revenues collected by the commissioner from the sale of gift certificates under this section shall be deposited in the fish and wildlife fund.
