Subject:  Education; education property tax; general fund; statewide teacher contract

Statement of purpose:  This bill proposes to stipulate that no more than $200 million shall be raised from the education property tax in one year.  Funds for health insurance benefits for teachers and for additional support of education in excess of $200 million shall be paid from the general fund.  The Vermont National Education Association and the state board of education will negotiate health insurance benefits for teachers for every school district in the state.

AN ACT RELATING TO A CAP ON EDUCATION PROPERTY TAX REVENUES AND STATEWIDE NEGOTIATION OF HEALTH BENEFITS FOR TEACHERS

It is hereby enacted by the General Assembly of the State of Vermont:
