Statement of purpose: This bill proposes to exempt certified working farm dogs from regulation by city or town ordinances.
AN ACT RELATING TO THE EXEMPTION OF CERTIFIED WORKING FARM DOGS FROM LOCAL REGULATION
It is hereby enacted by the General Assembly of the State of Vermont:
Sec 1. 20 V.S.A. § 3549 is amended to read:
§ 3549. DOMESTIC PETS OR

The legislative body of a city or town by ordinance may regulate the keeping of domestic pets or wolf-hybrids and their running at large, except for working farm dogs certified pursuant to section 3552 of this subchapter.
Sec. 2. 20 V.S.A. § 3552 is added to read:
§ 3552. WORKING FARM DOGS; CERTIFICATION
(a) The secretary shall adopt a program for the purpose of certifying working farm dogs. For the purposes of this section, “working farm dog” means a dog which is owned and kept for the purpose of herding, driving, or other farm‑related activity.
(b) The secretary shall charge a fee of $15.00 for the registration of certified working farm dogs.
(c) Dogs that are certified by the secretary to be working farm dogs are exempt from municipal ordinances that regulate the keeping of domestic pets or wolf-hybrids and their running at large, pursuant to section 3549 of this subchapter.
