Subject: Taxation; rooms tax; rural heritage surtax
Statement of purpose: This bill proposes to create a rural heritage fund rooms surcharge of one percent and use the revenue to create a rural heritage fund. The fund would be administered by the secretary of agriculture, food and markets to provide grants for technical assistance, including nutrient management plans, grants for capital improvements to accomplish business plans drafted through participation in the Vermont farm viability enhancement program, grants for capital improvements such as manure storage facilities, animal health programs, or funding for the Conservation Reserve Enhancement Program. For the first three years of the fund, a portion would go to the department of fish and wildlife.
