Subject: Human services; food stamp program; healthy foods
Statement of purpose: This bill proposes to direct the commissioner for children and family services to develop a healthy foods incentive program and incorporate it into the food stamp program.
AN ACT RELATING TO HEALTHY FOODS INCENTIVES FOR THE FOOD STAMP PROGRAM
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. HEALTHY FOODS INCENTIVES PROGRAM; FOOD STAMP
(a) The commissioner for children and family services is directed to develop a proposal for a healthy foods incentive program which shall encourage those participating in the food stamp program operated pursuant to 33 V.S.A. § 1701 to purchase more nutritious foods.
(b) At a minimum, the proposal for a healthy foods program shall describe a financial incentive such as savings realized through smaller deductions from the monthly food stamp allotment for purchase of more nutritious foods and an education component.
(c) The proposal shall include a recommended appropriation amount and may include a pilot project prior to full implementation of the program.
(d) The commissioner shall present the proposal to the senate committees on health and welfare and education, and the house committees on human services and education on or before January 15, 2006.
