Statement of purpose: This bill proposes to limit the amount of Vermont campaign finance grants that can be used on political advertisement. The bill also requires the reimbursement of any expended Vermont campaign finance grant upon a violation of a campaign finance requirement.
AN ACT RELATING TO THE USE OF VERMONT CAMPAIGN FINANCE GRANTS FOR POLITICAL ADVERTISEMENT
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. 17 V.S.A. § 2806(b) is amended to read:
§ 2806. PENALTIES

(b) A person who violates any
provision of this chapter shall be subject to a civil penalty of up to $10,000.00
for each violation
and; shall refund the unspent balance of
Vermont campaign finance grants received, if any, calculated as of the date of
the violation; and shall reimburse the Vermont campaign fund for any Vermont
campaign finance grant received, but expended, as of the date of the violation.
Sec. 2. 17 V.S.A. § 2853(b)(4) is added to read:
(4) Expend no more than 10 percent of Vermont campaign finance grants on political advertisement, as defined in section 2881 of this title.
