Subject:  Municipal and county government; municipal and regional planning and development; unorganized towns and gores of Essex County; board of governors; regional planning commission

Statement of purpose:  This bill proposes to require that the board of governors of the unorganized towns and gores of Essex County serves as the regional planning commission and has the authority to adopt, amend or repeal bylaws.

AN ACT RELATING TO THE BOARD OF GOVERNORS OF THE UNORGANIZED TOWNS AND GORES OF ESSEX COUNTY

It is hereby enacted by the General Assembly of the State of Vermont:

Sec. 1.  24 V.S.A. § 4327(e) is amended to read:

(e)  A single planning commission, appointed by the supervisor board of governors of the unorganized towns and gores of Essex County; namely Averill, Avery's Gore, Ferdinand, Lewis, Warner's Grant, and Warren's Gore, shall act serve as the planning commission for these towns and gores.


Sec. 2.  24 V.S.A. § 4442(f) is amended to read:

(f)  Unorganized towns and gores.  A bylaw, amendment, or repeal of a bylaw of an unorganized town or gore shall be adopted by a majority of votes cast at a meeting of the regional planning commission in which the unorganized town or gore is located at which a quorum is present.  However, a bylaw, amendment, or repeal of a bylaw of the unorganized towns and gores of Essex County, namely Averill, Avery’s Gore, Ferdinand, Lewis, Warner’s Grant, and Warren’s Gore, shall be adopted by the board of governors.
