Statement of purpose:  This bill proposes to reduce the effects of volatile property values on education property taxes by using a three-year average common level of appraisal, limiting the amount by which the common level of appraisal may decrease in any one year, or creating regional common levels of appraisal.

AN ACT RELATING TO REDUCING THE EFFECTS OF VOLATILE PROPERTY VALUES ON EDUCATION PROPERTY TAXES
