Subject: Domestic and sexual violence; victim services; special fund
Statement of purpose: This bill would establish a domestic and sexual violence victim services special fund to support programs of the network against domestic and sexual violence.
AN ACT RELATING TO A DOMESTIC AND SEXUAL VIOLENCE VICTIMS SERVICES SPECIAL FUND
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. 13 V.S.A. § 5364 is added to read:
§ 5364. DOMESTIC AND SEXUAL VIOLENCE VICTIM SERVICES
(a) There is created a special fund to be known as the domestic and sexual violence victim services fund. This fund shall be established pursuant to the provisions of subchapter 5 of chapter 7 of Title 32 and administered by the Vermont center for crime victim services established by section 5361 of this title. The fund shall be used for the support of the activities and operating costs of the programs of the Vermont network against domestic and sexual violence.
(b) The special fund shall consist of:
(1) Fees imposed by a town clerk and designated by the state treasurer pursuant to section 1712 of Title 32; and
(2) Any other amounts appropriated by the general assembly.
(c) Any balances in the fund at the close of any fiscal year shall remain in the fund for expenditure under this section in the following fiscal year.
Sec. 2. 32 V.S.A. § 1712(1) is amended to read:
issuing and recording a marriage or civil union license,
to be paid by the applicant, $8.00 of which sum shall be retained by the town
clerk as a fee and $15.00 $37.00 of which sum shall be paid by
the town clerk to the state treasurer in a return filed quarterly upon forms
furnished by the state treasurer and specifying all fees received by him or her
during the quarter. Of the $37.00 paid to the state treasurer, $22.00 shall
be transferred to the domestic and sexual violence victim services special fund
established by section 5364 of Title 13. Such quarterly period shall be as
of the first day of January, April, July, and October.
