Subject: Executive branch; state employees; department of forests, parks and recreation
Statement of purpose: This bill proposes to: (1) eliminate the health insurance plan available only to employees of the department of forests, parks and recreation; and (2) require the commissioner of human resources to assist those employees in the transition to one of the health insurance plans available to state employees.
AN ACT RELATING TO DEPARTMENT OF FORESTS, PARKS AND RECREATION EMPLOYEES’ GROUP INSURANCE
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. REPEAL
3 V.S.A. § 631(b) (health insurance plan available to state departments on February 23, 1951) shall be repealed on July 1, 2005 or on the effective date of this act, whichever is earlier.
Sec. 2. PARTICIPATION IN A STATE GROUP INSURANCE PLAN
Employees of a state department who participate in a group insurance plan under subsection 631(b) of Title 3 and who choose to continue to participate in a state group insurance plan shall choose from among those plans available to state employees no later than 30 days after the effective date of this act. The commissioner of human resources shall assist these employees in the transition to a new health plan as expressed in the January 25, 2005 letter regarding “Additional Group Coverage” from Director Kevin McGuire, Major Accounts for Cigna, to Commissioner Cindy D. LaWare, Department of Human Resources, and received by that department on January 31, 2005.
