Subject: Highways; roundabouts; feasibility planning
Statement of purpose: This bill proposes to require the agency of transportation, in connection with any highway intersection improvement project, to conduct a roundabout feasibility study.
AN ACT RELATING TO HIGHWAY ROUNDABOUT FEASIBILITY PLANNING
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. 19 V.S.A. § 10c(k) is added to read:
(k) For all intersection improvement projects, the agency of transportation shall examine the feasibility of installing a roundabout. These feasibility studies shall be completed early in the project development process and made available to the public and all regional planning commissions. The agency shall select the roundabout option in cases in which a study, by a preponderance of the evidence, indicates superior performance compared to alternatives. Each study shall include comparative information on the following:
(1) the delay for each vehicle user type;
(2) motor fuel consumption;
(3) prediction of vehicle crashes and injuries for all users;
(4) pollution generation;
(5) a life-cycle cost analysis, including maintenance;
(6) adjacent land access and economic development; and
(7) scenic quality.
Sec. 2. EFFECTIVE DATE
This act shall take effect from passage.
