Subject: Highways; roundabouts; regional plans
Statement of purpose: This bill proposes to require regional planning commissions to prepare plans for installing highway roundabouts throughout the state by June 30, 2006.
AN ACT RELATING TO HIGHWAY ROUNDABOUTS
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. HIGHWAY ROUNDABOUTS; REGIONAL PLANS
(a) Legislative findings. Highway roundabouts have become a major element in the transportation capital program development because of the substantial benefits. All areas of the state have busy intersections where roundabouts can offer considerable benefits. As a result of the many roundabouts now being planned or studied, the development of regional roundabout assessment and prioritization for further scoping and construction at busy intersections is warranted.
(b) Roundabout plans. The regional planning commissions throughout the state shall prepare plans for roundabouts by June 30, 2006. Prioritization guidelines shall be provided by the agency of transportation and shall include, at a minimum, comparative projected reductions of delay for all users, reductions of accident and injuries, energy consumption reduction and healthy air improvement, greenhouse gas reductions, life‑cycle costs, value to adjacent property development, and service to pedestrians.
