Statement of purpose:  This bill proposes to:  (1) permit members of the group C plan of the Vermont state retirement system to be eligible for a normal retirement allowance after completing 30 years of creditable services; (2) permit group C members to be eligible for coverage in the group medical benefit plan if they have attained age 50 and have worked for 20 years or more; and (3) permit certain group A and group F members who are eligible for early retirement but leave state service before reaching age 55 to be eligible for coverage in the group medical benefit plan when they reach age 55.

AN ACT RELATING TO NORMAL RETIREMENT AND THE GROUP MEDICAL BENEFIT PLAN IN THE VERMONT STATE RETIREMENT SYSTEM

It is hereby enacted by the General Assembly of the State of Vermont:

Sec. 1.  3 V.S.A. § 455(a)(13) is amended to read:

(13)  “Normal retirement date” shall mean:

(A)  with respect to a group A member, the first day of the calendar month next following (i) attainment of age 65, and following completion of five years of creditable service for those members hired on or after July 1, 2004 or (ii) attainment of age 62 and completion of 20 years of creditable service, whichever is earlier;

(B)  with respect to a group C member, the first day of the calendar month next following attainment of age 55, and following completion of five years of creditable service for those members hired on or after July 1, 2004 or completion of 30 years of creditable services, whichever is earlier;

(C)  with respect to a group D member, the first day of the calendar month next following attainment of age 62 and completion of five years of creditable service; and

(D)  with respect to a group F member, the first day of the calendar month next following attainment of age 62, and following completion of five years of creditable service for those members hired on or after July 1, 2004, or completion of 30 years of creditable service, whichever is earlier.

Sec. 2.  3 V.S.A. § 479(c) and (d) are added to read:

(c)  Group C members who leave state service prior to attaining age 50 and after 20 or more years of creditable service shall be eligible for coverage in the group medical benefit plan described in subdivision (a)(1) of this section upon their attaining 50 years of age.  Premiums for coverage shall be paid pursuant to subsection (b) of this section.

(d)  The following group A and group F members who are eligible for early retirement and are under the age of 55 years at the time they leave state service shall be eligible for coverage in the group medical benefit plan described in subdivision (a)(1) of this section upon their attaining 55 years of age:  full-time firefighters employed by the state of Vermont; employees of the fish and wildlife department assigned to law enforcement duties; and employees of the department of corrections, the Vermont state hospital, and the Woodside Youth Center.  Premiums for coverage shall be paid pursuant to subsection (b) of this section.
