Statement of purpose:  This bill proposes to expand public high school choice to require that a high school district enter into a choice agreement with at least one district in its technical center region and one district outside its technical center region; and to direct a school board to place information about school choice options in a school handbook and on a school website.

AN ACT RELATING TO PUBLIC SCHOOL CHOICE

It is hereby enacted by the General Assembly of the State of Vermont:

Sec. 1.  16 V.S.A. § 563(27) is added to read:

(27)  Shall describe in the student handbook and on the school website any opportunities that a student may have to attend another school at public expense, the process for taking advantage of the school choice opportunity, and the contact information for initiating the process.

Sec. 2.  Sec. 2(d) of No. 150 of the Acts of the 1999 Adj. Sess. (2000) is amended to read:

(d)  On or before September 1, 2001 September 1, 2007, each high school district shall enter into an agreement with at least one other high school district two other high school districts to establish a public high school choice region.  At least one of the cooperating high school districts shall be in the same technical center service region as the high school district, and at least one shall not be in the same technical center region.  A high school district may belong to more than one public high school choice region.  On or before October 15, 2001 October 15, 2007, the commissioner of education shall assign any high school district which has not entered into an agreement by September 1 to a region or regions, and the assigned school shall comply with the terms and conditions of the agreement entered into by the districts in that region.  A decision of the commissioner shall be final.
