Statement of purpose: This bill proposes to require health insurers and employers providing health insurance coverage to an individual as part of an employee group to continue that coverage to any individual in the covered group during any time the individual is on leave from his or her employment in order to serve as a member of the general assembly.
AN ACT RELATING TO CONTINUATION OF HEALTH INSURANCE POLICIES DURING LEGISLATIVE SERVICE
It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. 8 V.S.A. § 4063b is added to read:
§ 4063b. COVERAGE FOR LEGISLATIVE LEAVE
Notwithstanding any other provision of law to the contrary, an insurer, as defined in 18 V.S.A. § 9402(7), and an employer who provides health insurance coverage to an employee group shall continue such coverage to any individual employee or member of the covered group during any time the individual is on leave from his or her employment in order to serve as a member of the general assembly. Coverage of an employee on leave for service in the general assembly shall continue under the same terms, scope, and conditions as coverage to other employees of the employee group.
Sec. 2. EFFECTIVE DATE
This act shall take effect from passage and apply to members elected to the 2007 session of the general assembly and thereafter.
