AN ACT RELATING TO TRAINING FOR SCHOOL BOARD MEMBERS

It is hereby enacted by the General Assembly of the State of Vermont:

Sec. 1.  16 V.S.A. § 561 is amended to read:

§ 561.  Certification of election of school board

            members, oath, chairman CHAIR, clerk; TRAINING

(a)  Within ten days of the date a school board member is elected, the superintendent shall notify the commissioner.  School directors shall be sworn before entering upon the duties of their office.  At the meeting next following the election of a school board member, the school board shall elect one of their its number chairman chair and one other of their its number clerk.  The clerk may be paid upon order of the school board.  He The clerk shall keep a permanent record of the proceedings of the school board.  In his the clerk’s absence another member of the school board shall assume his the duties.

(b)  Annually, the commissioner shall send directly to each school board member a communication encouraging participation in training, courses, workshops, and other instructional opportunities in such areas as school law, school finance, and school board powers and duties.  The commissioner’s communication shall direct school board members to the department of education’s website which shall contain an updated list of instructional opportunities and materials that are relevant to the areas listed in this subsection.  Appearance of instructional opportunities on the department’s website, by itself, shall not constitute an endorsement of the content of any training, workshop, course, or other instructional opportunity.
