Whereas, Barry Costello, a Rutland native, was commissioned as an ensign through the NROTC program upon graduation from Holy Cross College, and

Whereas, after serving as both a naval communications officer and a recruiting officer, he left military service to attend Albany Law School, and

Whereas, after law school graduation and admission to the New York Bar, the future admiral opted to return to the U.S. Navy, and

Whereas, Barry Costello obtained advanced strategic training, graduating from the Surface Weapons Operations Department Head School and with honors from the College of Naval Command and Staff, and

Whereas, his assignments have included service as the Navy’s senior liaison to the U.S. Senate, and

Whereas, after completing his duties working with the United States Senate, then Rear Admiral Costello commanded the Cruiser-Destroyer Group 1, which saw significant and direct action during the recent combat in Iraq, and

Whereas, Rear Admiral Costello exhibited great military skill and courage while performing his wartime duties and the U.S. Navy awarded him a Bronze Star with a combat “V” in recognition of his exemplary military leadership, and

Whereas, on March 3, 2005, Secretary of Defense William Rumsfeld announced that Rear Admiral Costello had been nominated for appointment to the rank of vice admiral and would be assigned as commander of the Third Fleet based in San Diego, California, and

Whereas, the Third Fleet consists of all U.S. Naval operations from the west coast to the international dateline, and

Whereas, on March 17, the United States Senate confirmed Admiral Costello’s promotion to the rank of Vice Admiral, and he assumes his new command on May 1, now therefore be it

Resolved by the Senate and House of Representatives:

That the General Assembly congratulates Vice Admiral Barry Costello U.S.N. on his recent promotion and new U.S. Naval command, and be it further

Resolved:  That the secretary of state be directed to send a copy of this resolution to Vice Admiral and Mrs. Barry Costello in San Diego, California and to Thomas Costello in Brattleboro.
