NO. R-99.  House concurrent resolution congratulating Elliot Morse on his designation as the 2004 East Montpelier Citizen of the Year.


Offered by:  Representatives Obuchowski of Rockingham, Ancel of Calais, Klein of East Montpelier, Brooks of Montpelier and Kitzmiller of Montpelier.

Whereas, Rally Day is the town of East Montpelier’s annual fall celebration featuring many events, including the announcement of the town’s citizen of the year, and

Whereas, in 2004, the Rally Day attendees were delighted to learn that one of East Montpelier’s best known citizens, Elliot Morse, was to be presented this community honor, and

Whereas, for many individuals from far beyond the town’s borders, he has been the highly touted mechanical wizard who rescued their ancient and beloved Volkswagens from sure automotive oblivion, and

Whereas, for decades, the preservation of the town of East Montpelier’s physical and cultural heritage has been of prime importance to Elliot Morse, and

Whereas, he is a veteran of the East Montpelier Volunteer Fire Department who is well acquainted with the technique for dousing flames, and

Whereas, he has served the community as commissioner of cemeteries, assuring that the town’s historic and more contemporary grave sites are properly attended, and

Whereas, Elliot Morse is known as a central Vermont historian, versed in the legends and lore of both East Montpelier and neighboring communities, and

Whereas, he is best described as a history activist who brings the past back to life through his restoration activities, and

Whereas, the reopening of Robinson Mill in Kents’ Corner can be attributed in large measure to Elliot Morse’s persistent efforts, and he has been very supportive of the project to reopen the nearby Kent Museum, and

Whereas, civically inclined, he stood for election to the House of Representatives, and

Whereas, annually, Elliot Morse has traveled to the Tunbridge Fair to start antique car engines, and he has fired his historic cannon at festivities on July 4, and

Whereas, among his many talents, he is especially noted for his skill as a gourmet popcorn maker, and

Whereas, no more worthy an individual could have been selected as East Montpelier’s citizen of the year, now therefore be it

Resolved by the Senate and House of Representatives:

That the General Assembly congratulates Elliot Morse on his designation as the 2004 East Montpelier Citizen of the Year, and be it further

Resolved:  That the secretary of state be directed to send a copy of this resolution to Elliot Morse in East Montpelier.
