This act authorizes use of the agricultural economic development special account in the farm viability enhancement program special fund to provide: (1) business and technical assistance for Vermont farmers developing business enterprises that harvest biomass, convert biomass to energy, and produce biofuel; (2) implementation assistance to Vermont farmers to leverage other sources of capital to purchase equipment or other assistance needed to produce agricultural energy, harvest biomass, or convert biomass to energy; and (3) business and technical assistance to nonfarmers in Vermont developing technology to produce agricultural energy, harvest biomass, or convert biomass into energy. The act requires the agency of agriculture, food and markets to create and maintain an internet website as a basic reference guide for Vermont farmers seeking to invest in and develop energy production on a farm. The act also amends the definition of "poultry product" to include quail, pheasant, and partridge, thereby allowing the slaughter of such animals to qualify for meat inspection subsidies from the agency of agriculture, food and markets. In addition, the act requires the department of education to reestablish a specialist for technical education in agriculture, natural resources, and FFA for the 2006-2007 academic year.
