ACT NO. 159

Transitional youth; services

This act requires the agency of human services to ensure that youths aged 18-22 who are transitioning from state custody to adulthood are enrolled in any public health program for which they are eligible. It also requires the secretary of human services to clarify VHAP rules as they relate to eligibility for college students and, to the extent permitted under federal law, adopt or amend rules to ensure that college students on medical leave have their eligibility for any Medicaid waiver program determined without regard to their parents' income. In addition, the act requires the department for children and families to develop a plan for coordinating all state initiatives related to transitional youths; and requires the agency of human services, in consultation with the department of education, to study current laws and regulations as they relate to Medicaid and Reach Up coverage for transitional youths. Finally, the act requires the office of Vermont health access to provide outreach related to eligibility of children between the ages of 18-21.
