ACT NO. 73
Public service; regulation of corporations; telecommunications; small eligible telecommunications carriers
This act establishes a process by which small eligible telecommunications carriers may exempt themselves from some of the regulatory requirements the entities currently are subject to. The Public Service Board shall have continuing authority over service quality standards, access to carriers of long distance telecommunications services, billing practices and procedures, access to emergency services, access to operators' services, access to directory services, the requirement that rates be just, reasonable and nondiscriminatory, and the nine supported services required under federal law as related to basic exchange telecommunications service. The act limits price increases for the first three years after a carrier elects to exempt itself and the act sunsets July 1, 2008.
