NO. R-137.  JOINT RESOLUTION in support of establishing a foreign trade zone in Brattleboro.

Offered by:  Senator Gander of Windham District and Senator White of Windham District.

Whereas, a foreign trade zone provides an opportunity for improving the competitive positions of businesses of all sizes in relation to their counterparts abroad, and

Whereas, local businesses and community leaders in the Brattleboro area have formed a board to establish and oversee a new foreign trade zone, and

Whereas, an application for a foreign trade zone to be located in Brattleboro has been submitted to the U.S. Department of Commerce, and

Whereas, Brattleboro’s immediate location adjacent to the interstate highway system and a major railway line provides the community easy access to major markets and international traffic hubs which strategically centers the town to host an international trade zone, and

Whereas, unlike other foreign trade zones that are focused on a single company or industry, the proposed Brattleboro zone is unique because it is geographically based and would facilitate economic development activities on a broad commercial basis, and

Whereas, the board of directors of the proposed foreign trade zone is locally based and intends to serve the economic needs and cultural priorities of Vermont’s residents, and

Whereas, the board is committed to economic activity within the zone that fully reflects American labor, safety, and environmental laws and practices, and

Whereas, the board is equally committed to using its best efforts to assure any materials or products imported into the zone are not produced under circumstances that would not be acceptable in this country, and

Whereas, a designated foreign trade zone in Brattleboro will be instrumental in spurring the development of new international markets for Vermont products and will encourage the expansion of existing local industries, thus improving the economic climate of southern Vermont and the region, and

Whereas, once in operation, the foreign trade zone will result in job growth in all aspects of business and trade, including accounting, finance, international banking, warehousing, assembly, shipping, and transporting the goods that enter and leave the zone, and

Whereas, the Brattleboro Foreign Trade Zone will be the first to include a panel of experts that regulates systems to control and inhibit the importation of nonnative invasive species, and

Whereas, local educational institutions have developed several curricula that will train potential job seekers with the skills needed in commercial enterprises operating in or in support of the zone’s businesses, and

Whereas, the foreign trade zone will be a powerful draw for companies of all sizes doing business internationally and which depend on a knowledgeable work force, a modern telecommunications infrastructure, an affordable cost of living, a solid educational system and training capacity, and an overall high quality of life, now therefore be it

     Resolved by the Senate and House of Representatives:

     That the General Assembly supports the Brattleboro Foreign Trade Zone, L.L.C.’s application to the United States Department of Commerce for the establishment of a foreign trade zone in the greater Brattleboro area, and be it further

Resolved:  That the secretary of state be directed to send a copy of this resolution to Joe Famolare, president of the Brattleboro Foreign Trade Zone, L.L.C., and to Dennis Puccinelli at the U.S. Department of Commerce in Washington, D.C.
