NO. R-81. JOINT RESOLUTION congratulating the Parks and Recreation Department of the town of Hartford on being awarded National Park and Recreation Agency accreditation.
Offered by: Senators Senator Campbell of Windsor District, Senator Dunne of Windsor District and Senator Welch of Windsor District.
Whereas, in order for the National Park and Recreation Agency (NPRA) to award accreditation to a local recreation department, the department must document that it operates at the highest level of performance and utilizes best practices in all its operations, and
Whereas, the accreditation process for a local department encompasses 156 standards, including 36 that are mandatory and, of the balance, 102 standards that must be satisfied, and
Whereas, these standards are based on broad categories, including agency authority, role and responsibility, planning, organization and administration, human resources, program and service management, facility and land use management, security and public safety, risk management, and evaluation and research, and
Whereas, after an initial self‑assessment process, a visitation team comes to the department to perform a final evaluation and submit an accreditation recommendation to the Commission for Accreditation of Parks and Recreation Agencies which comprises different NPRA member organizations, and
Whereas, the visitation team submitted a recommendation that Hartford should be awarded accreditation, noting it had met all but one of the 156 standards, and
Whereas, out of the estimated 4,000 departments nationwide, only 60 have earned this coveted accreditation, and
Whereas, NPRA, at its national conference in October 2004, presented the accreditation award to a delegation comprising Hartford town officials, and
Whereas, the Hartford department has the distinction of being the first in Vermont, and only the second in New England, to be accredited, and
Whereas, the department’s accreditation demonstrates that its staff is committed to providing the town the best possible recreational services, now therefore be it
Resolved by the Senate and House of Representatives:
That the General Assembly congratulates the Parks and Recreation Department of the Town of Hartford on being awarded National Park and Recreation Agency accreditation, and be it further
Resolved: That the secretary of state be directed to send a copy of this resolution to the Parks and Recreation Department of the Town of Hartford.
