     The following named member-elect was not present for roll call due to his death on December 17, 2006:

Quorum Present

Thereupon, the Secretary of State declared that a quorum of the member-elect was present.

Election of Speaker

The Secretary of State directed the House to the election of a Speaker for the two years next ensuing.

Rep. Sweaney of Windsor presented the name of Gaye R. Symington of Jericho.

Thereupon, Rep. Symington’s nomination for Speaker was seconded by Rep. Otterman of Topsham.

Rep. Adams of Hartford moved that nominations cease and the Secretary of State cast one ballot for Gaye R. Symington as Speaker of the House.

Thereupon, the Secretary of State declared that

Gaye R. Symington

the representative from the town of Jericho, having a majority of the votes, was elected Speaker of the House of Representatives for the two years next ensuing.

     The Secretary of State designated:

     Rep.  Partridge of Windsor

     Rep.  Nease of Johnson

     Rep.  Adams of Hartford

     Rep.  Komline of Dorset

     Rep.  Sweaney of Windsor

     Rep.  Otterman Topsham

as a committee to wait upon the Speaker-elect, inform her of her election and conduct her to the rostrum to receive the oath of office.

Oath Administered

     The Speaker-elect was conducted to the rostrum, the oath of office administered by the Secretary of State, and thereupon, the Speaker was conducted to the Chair and assumed her duties.

Election of Clerk

     The Speaker directed the House to the election of a Clerk for the two years next ensuing.

     Rep. Sweaney of Windsor presented the name of Donald G. Milne of Washington.

     Mr. Milne’s nomination for Clerk of the House was seconded by Rep.  Adams of Hartland.

     There being no further nominations, the Speaker then directed that the vote be taken viva voce.

     The vote having been taken, the Speaker declared that

Donald G. Milne

of Washington was unanimously elected Clerk of the House of Representatives for the two years next ensuing.

     The Speaker designated:

     Rep.  Adams of Hartland

     Rep.  Winters Williamstown

     Rep.  Davis of Washington

as a committee to wait upon the Clerk-elect, inform him of his election and conduct him to the bar of the House to receive the oath of office.

Oath Administered

     The Clerk-elect was conducted to the bar of the House, the oath of office administered by his grandson, Keith Milne, and thereupon the Clerk entered upon the discharge of his duties.

     Thereupon, the representatives-elect each took and subscribed the oath, administered by the Clerk, as required by the Constitution and laws of the State.

     The Speaker placed before the House a communication from the Clerk as follows:

Oath Administered to Clerks

     The Doorkeepers were directed to conduct William M. MaGill, the First Assistant Clerk, and BetsyAnn Wrask, the Second Assistant Clerk, to the bar of the House where the oath was administered by the Clerk

Remarks Journalized

On motion of Rep. Keogh of Burlington, the following remarks by Rep. Rep. Emmons of Springfield were ordered printed in the Journal:

“Madam Speaker:

“I would speak briefly on behalf of the Clint Martin family.

Clint really liked being here – working with you, getting things done.  He was responding well to the course of treatment for his cancer and was looking forward to getting back in the saddle.  The answer to his question “Doc, will I be able to et back to Montpelier in January?” was always “yes”.  His family and he were relieved at the positive prognosis and excited about the prospect of his running for and eventually serving a third term in Montpelier.  His files were packed, his room reservations made, and legislation was in the works.  And everything looked good up until the beginning of December when the disease took a dramatic turn for the worse and progressed beyond any controls.

During the course of the illness, Clint drew strength and hope from all of you.  Your many expressions of support and encouragement gave him heart, particularly when the going got tough.  He wanted me to tell you that, and to thank you for it.  So, for Clint I say thank you all.  Thank you.”

However, I am now obligated to take this action so that I may accept an unexpected offer to provide consulting services to an out-of-state client. Those services are in at least some part related to the Vermont Legislature.
