Subject: Alcoholic beverages; wine tasting

Statement of purpose: This bill proposes to permit wine producers to conduct wine tastings on the premises of second class license holders.

AN ACT RELATING TO WINE TASTINGS BY MANUFACTURERS OR RECTIFIERS IN SECOND CLASS LICENSE ESTABLISHMENTS

It is hereby enacted by the General Assembly of the State of Vermont:

Sec. 1. 7 V.S.A. § 2(32) is added to read:

(32) "Wine tasting permit": a permit granted by the liquor control board to a manufacturer or rectifier of vinous beverages that authorizes the holder to conduct an event at which vinous beverages are offered to retail customers of legal age without charge on the premises of a second class licensee or at a farmers’ market. The holder of the permit may distribute, without charge, vinous beverages by the glass, not to exceed two ounces of any single wine and no more than a total of six ounces of various wines to any one customer, in accordance with rules adopted by the board. A customer shall consume the wine no further than ten feet from the point of service. The board may issue a permit, provided the applicant manufacturer or rectifier is in good standing and has submitted a written request for the wine tasting permit to the department in a form required by the department at least 15 days prior to the date of the event, accompanied by a permit fee in the amount of $15.00. No more than one wine tasting permit per day shall be issued for any premises of a second class licensee. No more than four wine tasting permits per month shall be issued to any manufacturer or rectifier. The manufacturer or rectifier holding the wine tasting permit shall comply with any relevant rules of the board and sections of this title.
