NO. R-189. JOINT RESOLUTION honoring Margaret A. Picard on her retirement as the South Burlington City Clerk and Treasurer.

Offered by: Senator Condos of Chittenden County and Senator Leddy of Chittenden County.

Whereas, South Burlington City Clerk and Treasurer Margaret A. Picard serves a vital role in the daily administration of the city’s legal and financial affairs, and

Whereas, she is one of the senior municipal officials in the state, having held these positions continuously since her initial election on August 7, 1977, and

Whereas, persons seeking official documents have relied on her efficient organization of the city’s records, and

Whereas, Margaret Picard always treats members of the public with courtesy and respect, and

Whereas, she has improved her knowledge of municipal government, and her ability to perform her duties, as she successfully completed the requirements for certification as a Vermont State Clerk, a Vermont State Treasurer and as an International Municipal Clerk, and

Whereas, Margaret Picard has been committed to improving the professionalism of municipal clerks through her role as a board member of the New England Municipal Clerks’ Institute at Salve Regina University in Newport, Rhode Island, and

Whereas, she has been a leader among municipal government professionals, having served as Treasurer and President of the Chittenden/Grand Isle Clerks/Treasurers Association, the first woman President of the New England Government Finance Organization, and Treasurer of the Vermont League of Cities and Towns’ Unemployment Board, and

Whereas, Margaret Picard has sat on the Kids Vote Advisory Board in order to encourage young persons to acquaint themselves with the electoral process, and

Whereas, she appreciates the important relationship between state and municipal records, having been a member of the Vermont State Archival Board, and

Whereas, after 24 years of faithfully serving the voters of South Burlington, who hold her in the highest esteem, Margaret Picard will be retiring this summer, now therefore be it

Resolved by the Senate and House of Representatives:

That the General Assembly is pleased to honor Margaret A. Picard for her 24 years of outstanding public service as the South Burlington City Clerk and Treasurer, and extends best wishes for an enjoyable retirement, and be it further

Resolved: That the Secretary of State be directed to send a copy of this resolution to Margaret Picard at the South Burlington city offices.
