Whereas, it is incumbent upon Vermont to maintain an integrated network of workforce education and training programs in order to increase the employment, job retention, and earnings of Vermonters, and
Whereas, the Federal Workforce Investment Act of 1998 was intended to create such a system in all states, including Vermont, thereby improving the quality of the state workforce, reducing welfare dependency, enhancing the productivity and competitiveness of the state, and providing secure and meaningful careers for Vermonters, and
Whereas, Vermont, through the Human Resources Investment Council and its many public and private sector member organizations, is a national leader in the implementation of the Federal Workforce Investment Act of 1998, an act passed due largely to the vision and foresight of Senator Jim Jeffords, and
Whereas, states that show excellent performance under this act qualify for additional incentive funding under Title V of this act, and
Whereas, the Vermont Department of Employment and Training and the Department of Educationís Adult Education Programs have exceeded these challenging performance targets, now therefore be it
Resolved by the Senate and House of Representatives:
That the General Assembly congratulates Vermontís Workforce Investment Act partners for their foresight, leadership, diligence and efforts in this successful effort to improve the economic status of the people of the state, and be it further
Resolved: That the General Assembly supports and encourages the Vermont Human Resources Investment Council to apply for the Workforce Investment Act Incentive Grant, for which the Departments of Employment and Training and of Education have qualified by exceeding their performance goals for program year 2000, and be it further
Resolved: That the General Assembly endorses and supports the use of these funds for the purposes of enhancing, through integrated and innovative approaches, the continuation and extension of the services to Vermontís citizens provided by the Departments of Employment and Training and of Education in carrying out the Vermont Workforce Investment Act Five-Year Strategic Plan, and be it further
Resolved: That the Secretary of State be directed to send a copy of this resolution to Governor Howard Dean, the Chair of the Vermont Human Resources Investment Council, Tom Leever, Commissioner of Employment and Training, Steven M. Gold, the Chair of the State Board of Education, David Larsen, Commissioner of Education, David Wolk, the members of Vermontís Congressional Delegation, United States Secretary of Education Rod Paige and United States Secretary of Labor Elaine Chao.
