Education; technical education; governance
This act authorizes the voters of a technical center region to establish a technical center school district. A planning committee would propose bylaws which would then, upon approval by the state board of education, be submitted to the voters of each school district within the proposed technical center school district. If the plan is approved by the voters, the new district is formed, a regionally elected governance board established, and technical center operations funded through assessment to the member districts, similar to the system now used by union school districts. The new district would have the authority to bond for acquisition of capital assets.
The act also authorizes a technical center regional advisory board to delegate its responsibilities to the regional workforce investment board.
