NO. R-338. JOINT RESOLUTION HONORING VAUGHN T. COLLINS FOR HIS SERVICE AS EXECUTIVE DIRECTOR OF THE VERMONT COUNCIL ON RURAL DEVELOPMENT.

Whereas, Vaughn T. Collins started to work for the Vermont Council on Rural Development in the fall of 1996, and

Whereas, Vaughn T. Collins worked diligently to develop an effective and efficient organization with the mission of assisting Vermonters and Vermont communities to develop their capacity to create a prosperous and sustainable future through coordination, collaboration, and the effective use of public and private resources, and

Whereas, Vaughn T. Collins has worked to increase community capacity and sustainability through conducting and facilitating community visits in the towns of Richford, Rockingham, Middletown Springs, Brandon and Bradford, and

Whereas, these community visits have brought together a broad mix of community people and statewide resource teams to identify issues, consider ideas and develop solutions through creative and cooperative approaches, and

Whereas, through Vaughn T. Collins’ organizational efforts, statewide summit meetings for federal, state and local policy leaders have become an annual event, and

Whereas, these leaders have been brought together to discuss common strategies, and identify ways in which their organizations can work better together to coordinate strategic plans, thereby generating the most benefit for rural communities from the ever-diminishing flow of federal, state and private funds, and

Whereas, the council has now developed an important network of partners, including USDA Rural Development, the Vermont Agency of Commerce and Community Development, the Snelling Center for Government, the Vermont Community Development Association, and the Vermont League of Cities and Towns, and

Whereas, there is reason to regret Vaughn T. Collins’ departure to serve as Deputy Director of the National Partnership Office in Washington, D.C. to coordinate the funding and activities of the 36 state rural development councils, and

Whereas, those who have worked with Vaughn are heartened and gratified to know that his leadership, talent and expertise will support rural communities throughout the United States of America, now therefore be it

Resolved by the Senate and House of Representatives:

That the General Assembly expresses its appreciation for the outstanding performance of Vaughn T. Collins as Executive Director of the Vermont Council on Rural Development, and be it further

Resolved: That the Secretary of State be directed to send a copy of this resolution to Vaughn T. Collins at the Vermont Council on Rural Development.
