NO. R-259. JOINT RESOLUTION CONGRATULATING RETIRING TOWN CLERK RACHEL WESTOVER ON COMPLETING 32 YEARS OF OUTSTANDING MUNICIPAL PUBLIC SERVICE IN NEWPORT TOWN.

Whereas, Rachel Westover has been a dedicated public servant, working on behalf of the citizens of Newport Town for over three decades, and

Whereas, she began her career in municipal government in 1968 as the town auditor, and

Whereas, in 1970, after successfully serving as auditor for two years, Rachel Westover assumed the job of assistant town clerk, in which she remained for 11 years, and

Whereas, in 1981, when a vacancy occurred in the office of Newport Town Clerk, Rachel Westover, having been a diligent student of the office's operations, and at the urging of her family and the Newport Town Selectmen, stood for and won election to this important position, and

Whereas, for nearly two decades she has efficiently, responsibly, and very enthusiastically, performed her duties, often receiving phone calls at home, and

Whereas, Rachel Westover's responsibilities have not been limited to those under the rubric of the town clerk, as she has also safeguarded the municipality's finances as town treasurer, pursued errant revenues as delinquent tax collector for four years, managed the water and sewer billing for the town and acted as treasurer of the Newport Town School District, and

Whereas, Newport Town School District honored Rachel Westover in recognition of her efforts to broaden the educational curriculum, and was awarded certificates of appreciation from both the Secretary of State's office and the Vermont Municipal Clerks' and Treasurers' Association in recognition of her many years of outstanding municipal public service, and

Whereas, after 19 years as Newport Town's outstanding and much respected town clerk, and a total of 32 years as a public servant working diligently for her community, Rachel Westover has decided to conclude her municipal career, now therefore be it

Resolved by the Senate and House of Representatives:

That the General Assembly congratulates Rachel Westover for the professionalism, courtesy and good humor with which she has overseen the myriad tasks of Newport Town government, and wishes her the very best in the years ahead, and be it further

Resolved: That the Secretary of State be directed to send a copy of this resolution to retiring Newport Town Clerk, Rachel Westover.
