Particular Proceedings of the Public Service Board and Net Metering
This act makes several changes with respect to electric power. The legislation amends the statutory language regarding the requirement of a hearing in particular proceedings of the Public Service Board to allow for determinations on the pleadings if, after notice and an opportunity for a hearing, no hearing is requested. The ratemaking statute is amended to allow for utilities to recover expenditures for aesthetic improvements in utility substations. The net metering statute is amended to increase the potential size of a farm system, allow for farms to combine their manure and to permit some larger systems. The act also authorizes a fuel cell demonstration project, and a study of the safety of small emergency backup generation systems.
