ACT NO. 143
This act updates Vermonts 50-year-old statutes authorizing electric cooperatives. The act allows electric cooperatives to enter the telecommunications business and modernizes their governance structure. Two additional provisions of the act authorize a study of broadband telecommunications services in Vermont and provide the Vermont Electric Company (VELCO) with a waiver from the requirement of obtaining a Certificate of Public Good prior to commencing construction of backup, temporary generation facilities needed because of the failure of a key component of its electric transmission system. The Agency of Natural Resources may shorten the notice and public comment period required to obtain an air permit for the project.
Effective Date: July 1, 2000, except for the provision regarding the VELCO generating facilities, which was effective May 23, 2000.
