Privatization; Standards

This act develops statutory guidelines for the use of personal service or privatization contracts in state government and requires consistent oversight and accountability for these contracts through the Secretary of Administration’s office.

The act establishes statutory standards for personal service and privatization contracts;

Places monitoring and oversight of contracts with the Secretary of Administration;

Continues to allow the Attorney General’s office to review and certify the proposal vis-à-vis the spirit and intent of the merit and classification systems in government;

Gives all agencies and departments consistent and uniform criteria for awarding personal service and privatization contracts;

Gives necessary flexibility to agencies and departments to fulfill their missions and goals by establishing clear and reasonable criteria; and

Tracks the use of contracts and public monies through a database at the Secretary’s office.

Effective Date: July 1, 2000
