ACT NO. 67
Telecommunications Service Providers
This act prohibits slamming, the unauthorized switching of telecommunications service providers and cramming, the incorporation of unauthorized charges into a billing statement. This act proposes to amend Vermonts utility laws by: (1) allowing the Public Service Board to deregulate nondominant providers of telecommunications service, (2) mandating that the Public Service Board adopt a rule for the protection of telecommunications customers, and (3) establishing a registration of billing agents for telecommunications providers.
Effective Date: July 1, 2000, except that there shall be no penalty for cramming a service rendered before October 1, 2000.
