ACT NO. 60


Energy Efficiency

This act makes it clear that the Public Service Board, in place of utility-specific programs, may provide for the development and implementation of gas and electric energy efficiency and conservation programs by one or more entities appointed by the Board for these purposes. It provides that in order to fund these programs, the Board may establish a volumetric charge, the proceeds of which shall not exceed a total of $17.5 million dollars per fiscal year. The Board is to ensure that all retail consumers will have an opportunity to benefit from cost-effective energy efficiency programs and initiatives designed to overcome barriers to participation, and it is required to promote coordinated program delivery.
