ACT NO. 28
This act permits organized community-based needle exchange programs to be implemented by the Commissioner of Health. These programs, which will be operated by an AIDS service organization, substance abuse treatment provider or a licensed health care provider or facility, are designed to provided clean needles and syringes in order to prevent further infection by HIV among intravenous drug users.
The act further requires the Department of Health to develop operating guidelines for these programs no later than September 30 , 1999. No later than March 1, 2000, the Statewide Harm Reduction Coalition shall report to the House and Senate Committees on Health and Welfare on the progress of the needle exchange programs.
