NO. 24. AN ACT RELATING TO VERMONT HONOR SCHOLARSHIPS.

It is hereby enacted by the General Assembly of the State of Vermont:

Sec. 1. LEGISLATIVE INTENT

It is the intent of the general assembly that, following receipt of a Vermont honor scholarship, the recipient's grant award from a postsecondary institution or the Vermont student assistance corporation shall not be reduced due to receipt of the scholarship.

Sec. 2. 16 V.S.A. § 2851 is amended to read:

§ 2851. ESTABLISHMENT

*[State]* Vermont honor scholarships are hereby established for students who have been accepted for admission to an approved college defined in section *[2822(c) and (d)]* 2822(h) of this title.

Sec. 3. 16 V.S.A. § 2852 is amended to read:

§ 2852. ELIGIBILITY

(a) All qualified high school seniors are eligible *[to compete]* for *[an]* a Vermont honor scholarship *[grant]*.

(b) *[Honor scholarship grants]* Vermont honor scholarships shall be awarded on the basis of scholastic excellence and participation in extracurricular activities to be determined by such *[examinations]* criteria as the board shall prescribe.

Sec. 4. 16 V.S.A. § 2854 is amended to read:

§ 2854. AMOUNT AND NUMBER

(a) Each Vermont honor scholarship *[grant]* shall be *[in the amount of $100.00]* an equal amount and no less than $1,000.00 as determined by the board.

(b) *[The number of honor scholarship grants awarded each year shall not be in excess of 100]* Each high school and vocational-technical center in Vermont, or a border school serving Vermont high school students, may nominate one student for a Vermont honor scholarship.

Sec. 5. EFFECTIVE DATES

(a) This act shall take effect on passage.

(b) It is the intent that honor scholarship awards in the amount authorized in this bill shall be available to high school seniors who are in the class of 1999.
