NO. R-228. JOINT RESOLUTION RELATING TO SUPPORTING A SISTER-STATE RELATIONSHIP BETWEEN THE PROVINCE OF TAIWAN AND THE STATE OF VERMONT.

Offered by: Senator Doyle of Washington County, Senator Bartlett of Lamoille County, Senator McCormack of Windsor County, Senator Cummings of Washington County and Senator Snelling of Chittenden County.

Whereas, Vermont, with the creation of the Vermont World Trade Office, and the presence of the Vermont Export Council, has enhanced its position in the international market place with annual exports of more than three billion dollars worth of products and services, and

Whereas, Taiwan, Republic of China, Vermont's sixth largest international trading partner, is an island nation of 21 million people with a fast emerging economy, a growing population with a rapidly expanding per capita income and a pro-Western attitude to whom Vermont exports more than $60 million of goods annually, and

Whereas, in 1993, the Vermont Export Council, a standing committee of the Vermont Chamber of Commerce, created the Taiwan Project, an export development program specifically designed to improve trading opportunities between Vermont businesses and Taiwan markets, and

Whereas, Vermont has created numerous relationships with business leaders, government officials, trading companies and trade officials in Taiwan over the past half decade, and

Whereas, the Export Council has reached a five-year agreement with an international trading company, based in Taiwan, to seek out opportunities for Vermont environmental technologies, higher education, specialty food products, giftware, wood products, tourism, electronics and other manufactured products, and

Whereas, an agreement of Mutual Cooperation between the Vermont Chamber of Commerce and the Taiwan Importers and Exporters Chamber of Commerce is being developed, and

Whereas, a Sister-State relationship between the Province of Taiwan and the State of Vermont would be mutually beneficial for business and personal relationships, now therefore be it

Resolved by the Senate and House of Representatives:

That the General Assembly of the State of Vermont endorses the establishment of a Sister-State relationship between the citizens of the State of Vermont and the citizens of the Province of Taiwan, Republic of China, for the purpose of fostering social, political, economic and cultural relations, and be it further

Resolved: That such Sister-State relationship should be designed so as to enhance cooperation in identifying and expanding mutually beneficial trade and investment relationships, promote cross-cultural activities to enhance the friendship between the peoples of the State of Vermont and the Province of Taiwan, and develop educational exchanges and partnerships to encourage greater knowledge and understanding, and be it further

Resolved: That the Secretary of State be directed to send a copy of this resolution to the Governor of the Province of Taiwan, to the Vermont World Trade Office and to the Vermont Export Council.
