NO. 78. AN ACT RELATING TO A GOVERNOR'S DIPLOMA.

It is hereby enacted by the General Assembly of the State of Vermont:

Sec. 1. 16 V.S.A. § 179 is amended to read:

§ 179. *[ACADEMIC DIPLOMA]* GOVERNOR'S DIPLOMA

(a) *[The state board shall develop high academic requirements for the minimum course of study. These requirements shall be achieved by a student in order to receive a state certified academic high school graduation diploma.]*

The state board shall adopt by rule a system for the award of a governor's diploma to students who demonstrate a high level of academic achievement. The system shall include:

(1) Objective statewide academic examinations in, at a minimum, mathematics, science, English language arts and social studies. The examinations shall be developed to measure a high level of achievement and shall be consistent with the standards for student performance adopted under subdivision 164(9) of this title.

(2) Minimum test scores on such examinations necessary for awarding *[the state certified academic high school graduation diploma]* a governor's diploma.

(3) Provision for administration of the *[system]* examinations which may involve administration at the local, regional or statewide level, or some other means of administration.
