Statement of purpose: This bill proposes to establish an interpreter referral service in the department of aging and disabilities.

AN ACT RELATING TO THE VERMONT INTERPRETER REFERRAL SERVICE

It is hereby enacted by the General Assembly of the State of Vermont:

Sec. 1. 1 V.S.A. 339 is added to read:

339. INTERPRETER REFERRAL SERVICE

(a) The department of aging and disabilities shall establish an interpreter referral service to perform the following functions:

(1) Maintain a list of qualified interpreters in Vermont and, where such information is available, in surrounding states.

(2) Assist state agencies, private businesses and individuals to locate appropriate interpreters.

(3) Provide information and technical assistance to the public concerning interpreter services.

(b) The department of aging and disabilities shall establish an advisory board for the interpreter referral service. The board shall include an equal number of consumers who are deaf or hard of hearing and nationally certified interpreters.

(c) The interpreter referral service shall prepare an annual report evaluating the services it provides. The report shall be submitted to the advisory board and to the department of aging and disabilities. The evaluation shall include a client satisfaction questionnaire which shall be provided to all individuals contacting the interpreter referral service.

Sec. 2. APPROPRIATION

The sum of $48,217.00 is appropriated from the general fund for fiscal year 1994 for the purposes of this act.
